I am sure they 85% to 86% of registered voters had a very good reason for not participating. Look at Afghanistan, where 40% didn't show up to the polls because the Taliban had said they would KILL anyone participating. (This is sarcasm by the way.)

Orange County has had reclaimed water for years, but then again it seems folks down here believe in science.
